对中国医疗体制改革的再思考

    [摘要]在医疗领域，“看病贵、看病难”的问题现在比较突出。很多学者对此进行了分析，并提出了相应的医改建议。文章在重新思考这两大问题的基础上，对目前一些流行的建议和政策进行了反思。分析既有对目前医保思路的质疑，也有对完善医疗转诊制度的思考。其中对于在医疗保障体制中引入医疗券是较新的想法。

    On China's Medical System Reform

    Abstract：Poor access and high fee are the two major problems in China's health system. It is analyzed and suggestions are addressed. Based on re-considering of these two issues, some popular suggestions and policies are re-considered. The analysis in this paper includes questioning present policy in health security system, consummating the ideas of establishing transfer system; and the idea of "Medical Voucher" is very original.

    我国医疗体制改革自1985年国务院批转卫生部起草的《关于卫生工作改革若干政策问题的报告》算起已经启动了22年。其后推进医疗体制改革的政策也是频繁出台：1992年9月国务院下发《关于深化卫生改革的几点意见》；1997年中共中央、国务院发布《中共中央、国务院关于卫生改革与发展的决定》；2000年出台《关于城镇医疗卫生体制改革的指导意见》等 ......
