医疗服务虽然属于私人产品性质，但作为一种特殊的社会资源以及其自身的复杂关联，使得它又具有准公共产品性质。我国医疗体制改革走过的弯路已经表明，市场化、商业化绝对不是当前我国医改的根本方向。事实证明，“看病贵，看病难”社会问题成为舆论的焦点既是对过去医改中政府责任缺位的责难，又是重建政府责任在当期医改中主导地位的压力与动力。

Abstract:China has entered a system reconstruction phase for the new round of medical reform. As the core of health care reform, the health care system reform was remarkable. Features of medical services and the complexity of the correlations demonstrated the difficulty and importance of the medical reform in China. Practice has proved that the commercialization and market-oriented with the absence of government is NOT the fundamental direction of the new medical reform. Furthermore, the government leadership responsibility is to increase financial input, optimize resource allocation, deliver diversification of service and to strengthen information disclosure in the new health care reform.
