【摘要】 社区卫生服务是突发公共卫生事件应急网络中的重要环节。本文结合防范传染性非典型肺炎过程，从组织领导体系和内部管理体系入手，分析了内在的管理职能在突发公共卫生事件应急处理中的重要作用。并从防病观念、应急能力、学习能力、资金投入等方面存在的问题以及相应的改进措施进行了探讨。为进一步提高社区卫生服务应急管理水平提供借鉴。
