【摘要】 在当代，人类健康受到来自各方面的威胁剧增，造成健康障碍的复杂性在增长，同时，医疗手段剧增造成实践运用的复杂性也增长，这两种复杂性的增长，使得在医疗实践活动中的匹配变得日益艰难，在医疗效能不断增加的同时，误诊率仍居高不下，医疗整体效用严重滞后，人们对医疗的不满在增长，而且，使医疗投入与医疗效用在整体上的不匹配日益突出，医疗费用剧增，从而日渐使医疗成为国家承受不起、社会负担不起、患者消费不起的领域。医疗统筹学正是以社会满意为度的医技有效与医用经济的矛盾解决为前提，以医疗诊治与健康演化的矛盾解决为基础，以临床可争取到的供需匹配为边界，以确保医疗实践的一体化实现为方向，以增进医疗效用为核心所作的统一筹划活动。
