【摘要】 医疗卫生服务主要通过两种方式来提供，即公共卫生服务与医疗服务。前者基本上是由政府提供的免费服务，后者是由各种医疗机构提供的有偿服务。公共卫生服务既然基本上是由政府提供的免费服务，在提供公共卫生服务时所发生的公共卫生工作者的职业暴露问题，以及公共卫生服务受益者的意外问题，原则上应该由政府负责解决。医疗服务既然是由各种医疗机构提供的有偿服务，在提供医疗服务时所发生的医疗服务提供者的职业暴露问题，以及由于医疗提供者的失误所导致医疗服务受益者的意外事故问题，原则上应该由医疗机构自己负责解决。因此，根据以上公共卫生服务和医疗服务的不同特点，在医疗卫生服务中出现职业暴露与意外事故时的补偿和赔偿问题应该如何得到解决是本论文的核心所在。
