【摘要】 公立医院产权制度改革是我国当前医疗体制改革的一项重要任务，作为一项全新的系统工程，再加上公立医院本身的特殊性，使公立医院产权制度改革具有复杂性和不可参照性。从目前公立医院产权制度改革的实践，以及武汉市公立医院生存和发展的现状来看，推进公立医院产权制度改革势在必行。通过对武汉市公立医院产权制度改革可行性的研究，为建立新型医疗服务体系提供重要的政策参考依据，使之形成与社会主义市场经济体制相适应，不断满足人民群众多层次、多样化的卫生服务需求的新型公立医院管理运行机制。武汉市对公立医院产权制度改革是符合时代要求的，通过总结改革经验，结合武汉市的实际情况，制定相应的政策，采取合理的措施，是完全可行的。公立医院实行产权制度改革后，可以优化武汉市资源配置，发挥整体效能，增强城市综合医疗服务能力，但即使医院成功实施了改制转制，我们还应当不断进行机制创新、不断更新观念，把改制与内部的经营管理、制度建设结合进行，不断提升医院的核心竞争力，更好地为人民健康服务。关键词 公立医院 产权制度改革 可行性

【Abstract】 The public hospital property rights reform is an important task of our countrys present medical system reform.As a brand-new complex engineering,the property rights reform is complicated and exceptional.According to practice of the public hospital property rights reform at present and the current development situation of the public hospitals of Wuhan,it is imperative to advance the reform of public hospital property rights.Through study feasibility of the public hospital property rights in Wuhan,to offer the important advice for policy of establishing the system of new-type medical care which in conformity with socialist market economy system and adapt with the peoples multi-level,diversified hygiene demand and the new-type managing operating mechanism of public hospital.It is essential that Wuhan carries on the integration of the resources of medical organization,public hospital property rights reform.Through summarizing the reform experience and the actual conditions of Wuhan ,it is totally feasible to take the rational measure and take out corresponding the policy.Through implementing the property rights reform to the public hospital,can optimize the resource distribution of Wuhan,strengthen the comprehensive medical service ability in the city.But even if the reform has succeeded in implementing,we should also be carrying on innovation of mechanism and breaking the conventional idea constantly.Promoting the key competitiveness of the hospital constantly is to promote peoples health service. ......
