【摘要】 目的 为制定《湖南省精神卫生条例》和《湖南省精神卫生工作规划(2004～2010年)》提供依据。 方法 采用自行设计的调查表格，调查截止日期为2003年12月31日，由调查人员实地调查，查阅统计报表、财务报表等，少数医院采取电话和传真传送资料。 结果 全省共有各级各类精神卫生机构66家，长沙9家、邵阳8家、株洲7家、张家界最少，仅1家；隶属部门：卫生部门39家(59.1%)、民政部门12家(18.2%)、社会办医15家(22.7%)；各市州精神科床位绝对数前三位依次为长沙1521张(23.2%)、邵阳602张(9.2%)、衡阳576张(8.8%)，张家界最少66张(1.0%)；全省每万人口有精神科床位0.99张，每万平方公里有精神科床位309张。 结论 全省共有各级各类精神卫生机构66家；各市州精神卫生机构分布不均衡、床位设置相差甚大；长沙市精神科床位绝对数、每万人床位数、每万平方公里床位数均位列全省之冠，张家界市均处在全省末位。

    【Abstract】 Objective For draw up “Hunan province mental health regulation” and “the mental health work plan for Hunan province(2004-2010)” provide the basis.Methods The inquisition form that adopt to by oneself design, investigate the expiration date is Dec 31 in 2003 from investigating the personnel to investigate on the spot, check to statistics the statement, financial report etc, a handful of hospitals adopt the telephone and faxes to deliver the data.Results There are 66 mental hospital in our province, the health departement 39(59.1%), the civil administration department 12(18.2%) ,the societies do to cure 15(22.7%).The top 3 for the mental section beds are in Changsha 1521(23.2%),in Shaoyang 607(9.2%),in Hengyang 576(8.8%).Zhangjiajie is at least, 66 pieces(1.0%). There are 0.99 mental beds per a myriad people , 309 mental beds per ten thousand square kilometers in whole province.Conclusion Each city state mental health organization distributes the unbalance.The bed constitution discrepancy is very big. The absolute mental bed number, each myriad people bed number, each ten thousand square kilometers of beds number all ranked first is in Changsha.Zhangjiajie is the last one in the whole province. ......
