     摘 要 人力资源是经济发展的主要因素,也是高校发展的主要资源,在高等教育日益面向市场的条件下,高校之间的竞争表现为人才的竞争,高校的发展取决于其人力资源的素质和活力。新时期高校要树立人才资源是第一资源的观念,加强和改善教师队伍;要用现代的人力资源管理理念,建立和完善人才激励机制;要加快高校人事管理向现代人力资源管理的转变。

    On the development and management of human resources in institutions of higher learning

    Abstract Human resources are the main factors in the economic development and also the main resources in the development of institutions of higher learning. On condition of higher education facing the market increasingly,the competition among institutions of higher learning is concentrated on the expression of competition of qualified personnel. The development of institutions of higher learning lies on the qualities and vigor of human resources. In the new stage,institutions of higher learning need to build up the concept that human resources are the first resources and to enhance and improve the teachers’ faculty. Institutions of higher learning need to establish and perfect inspiring mechanism of qualified personnel with modern management notion of human resources,and need to speed up the shift from their personnel affairs management into modern human resources management. ......
