2005～2006年闸北区未申报职业病危害项目案件的调查分析

【摘要】 目的 探讨2005～2006年闸北区未申报职业病危害项目案件的企业状况、年度分布及形成因素，为建立相应对策、提高执法效率提供依据。 方法 以《中华人民共和国职业病防治法》及相关法规条款为依据，采用横断面调查的方法对闸北区未申报职业病危害项目的处罚案件展开调查。通过问卷调查和2检验，对案件进行横向分析。 结果 2005年未申报职业病危害项目的案件占全年职业卫生处罚案件的61.76%，2006年未申报案件占全年73.81%；2年中未申报职业病危害项目案件的百分比差异无显著性(χ2=1.26，P>0.05)。2005年未申报职业病危害项目案由的处罚率达27.27%，2006年达35.23%。统计问卷调查结果，92.31%的监管单位事先对申报并不知情。 结论 2005～2006年未申报职业病危害项目的案件率始终居高不下，制定相应的对策研究对促进企业自律、加强监督管理有积极的推动作用。

【Abstract】 Objective To discuss the conditions of enterprise, the annual distribution and the form factors of law cases on not reporting occupational disease’s hazards items in Zhabei district during 2005 and 2006; to provide the basis with establishing the related countermeasure and enhancing law enforcement efficiency. Methods According to “Prevents and control Occupational Diseases Law of People’s Republic of China”and related regulations, start to investigate the law cases of not reporting occupational disease’s hazards items in Zhabei district with the cross section investigation. By the methods of questionnaire investigation and the 2 checkout, carry out transverse direction analysis to the law cases. Results The law cases of not reporting occupational disease’s hazards items in 2005 are 61.76% of the annual law cases on occupational health. Those in 2006 are 73.81%. During these two years, there is little difference between the percent of the law cases on not reporting occupational disease’s hazards.(2=1.26 ......
