It was suggested at the National disease prevention and control working conference recently closed in Beijing that 2002 is the year for in depth development of innovation of the institution of disease prevention and control, which should rapidly adapt with the changes of patterns of medical sciences. The consideration and working pattern of the adjustment should on the one hand closely comply with the governmental public health service for a whole scale disease prevention and control. On the other hand the scale and channel of technical support in health supervision and responsibilities of technical service should be broadened for rendering an excellent service according to the requirements of health maintenance.
In April last year, following the announcement of "Instructive notions of structural reform of disease prevention and control" by the Ministry of Health, the reform of the system of disease control of various places stepped-up notably. By the end of last year, system reform for disease prevention and control at the provincial level had already been completed in 25 provinces throughout the country. The National Center for Disease Prevention and Control (CDC) was formally established at the same date of the opening ceremony of National Conference for Disease Prevention and Control on January 23th this year. Dr. Ma Xiaowei, Deputy Minister of Health definitely indicated that the conversion of functional authority of the Ministry of Health will proceed in synchronization with reform of the system of disease prevention and control. In conjunction with the establishment of CDC throughout the country, conversion of functional authority will also proceed a step further in the different departments of the Ministry of Health, for the realization of global administration by the Ministry Institutions.
At present, the institutions of disease prevention and control in China were established at four levels, i.e., national, provincial, prefecture-municipal and county. Dr. Ma Xiaowei requested the newly established national CDC to render technical directions for disease prevention and control as well as public health service in a national scale, to set up a model of disease prevention and health care service of the highest level even taking the lead of CDC of an international level. For undertaking the structural reform in allthe regions, Dr. Ma emphasized the comprehensive consideration of the installation and equipment in the individual institutions of disease prevention and control, so as to avoid overlapping activities and blind spots in functional authority. In the small towns and medium sized cities with convenient traffic conditions, the disease prevention and control of the prefectural level and community health service should be jointly considered and established according to the principle of functional adjustment and effective use of the available resources.
