【摘要】当前农民工问题备受社会关注,其社会医疗救助问题也日益凸显。本文针对温州市外省籍农民工在医疗方面还享受不到政府提供的制度内的医疗保障的这一弱势群体,阐述了公立医院对农民工实施慈善医疗救助对的重要性。通过构建农民工慈善医疗救助体系,着重从设立医院慈善工作管理委员会,开设医院慈善资金,明确了综合性医院设立慈善工作管理委员会的主管部门;落实慈善资金的筹资来源;规范慈善助医受助者的资格认定;加强慈善资金管理:规定善款接收程序,规定慈善资金使用范围,规定慈善资金管理职能等几个方面进行说明。医院设立农民工慈善医疗救助体系,是一条有效社会保障补充的的途径。
