【摘要】在遵循职业卫生法理的原则下，结合辽阳实际，在总结经验的基础上，从战略的高度研究了当前以致今后，职业病危害的发展与对策。对预防控制职业病危害，提出了科学的方法和 建议。其科学观点来源于；从事职业卫生工作的老科技人员的经验和智慧，制定了辽阳市职业卫生工作的科学方法和对职业病的预防控制措施。其制定要点具有普遍性，涵盖了国家和地方职业病预防控制的基本措施方法，详解了国家职业病预防控制的相关法律法规。
