基于DEA模型的2013-2017年甘肃省23个特困县(区)中医药卫生资源配置效率研究(1)
摘要：目的 對2013-2017年甘肃省23个特困县(区)中医药卫生资源配置效率进行研究，为甘肃省提高中医药卫生资源的利用效率、实现资源的优化配置提供依据。方法 运用数据包络分析(DEA)模型，从横向和纵向2个维度对2013-2017年甘肃省23个特困县(区)中医药卫生资源的利用效率进行研究。结果 甘肃省23个特困县(区)中医药卫生资源配置效率存在地域差异;5个特困县(区)中医药卫生资源配置呈相对无效状态;2013-2017年23个特困县(区)中医药卫生资源配置综合效率不断提高。结论 甘肃省应加强区域卫生规划，优化资源配置结构，建立健全效率评价机制，加强对特困县(区)的帮扶及人才引进工作。

Abstract： Objective To study the allocation efficiency of TCM health resources in 23 special poverty-stricken counties (districts) in Gansu Province; To provide a scientific basis for Gansu Province to improve the utilization efficiency of TCM health resources and achieve optimal allocation of resources. Methods The data envelopment analysis (DEA) model was used to study the utilization efficiency of TCM health resources in 23 special poverty-stricken counties (districts) in Gansu Province from horizontal and vertical dimensions from 2013 to 2017. Results There are regional differences in the allocation efficiency of TCM health resources in 23 special poverty-stricken counties (districts) in Gansu Province; the allocation of TCM health resources in five special poverty-stricken counties (districts) were relatively ineffective; the overall efficiency of health resource allocation of 23 special poverty-stricken counties (districts) in 2013-2017 continued to increase. Conclusion Gansu Province should strengthen regional health planning， optimize resource allocation structure， establish and improve efficiency evaluation work， and strengthen assistance and talent introduction work for special poverty-stricken counties (districts).
