Study on Medical Innovative Cooperation of Municipal Trusteeship of District-launched Medical Institution in TCM Hospitals Based on Government Five-function Theory

Abstract： The development of TCM cannot be separated from the support of the government. “Municipal trusteeship of district-launched medical institution” is an innovative mode which emphasizes the role of the government. This also determines that this medical cooperation mode is more suitable for TCM hospitals. Based on government five-function theory， this study analyzed the role of the government in this medical cooperation mode， with the propose to help TCM hospitals realize the rational distribution of medical resources of TCM through this medical cooperation mode， and improve the overall medical service level of regional TCM.

随着国家对中医药事业重视程度提高，中医医院发展迎来新机遇。中医医院发展离不开政府支持，“区办市管”作为一种委托管理合作创新模式，由政府主導并提供相应支持，对政府的职能作用进行分析，为中医医院开展医疗合作提供新途径，从而实现中医优质医疗资源下沉，提高区域中医整体医疗服务水平。
1 “区办市管”合作方式的创新性
1.1 “区办市管”合作方式
“区办市管”合作方式由北京市医院管理局提出，由北京市各区政府或外埠政府与市医院管理局共同发起，以所有权和经营权分离为原则，共同委托市属医院为受托方，向政府举办的公立医疗机构提供医疗、学科、人才、管理等有偿服务的合作方式。合作后，在保持公益性不变前提下，以所有权和经营权分离为原则，实现市属和区属医院的一体化管理。, 百拇医药(李其 王志伟 刘梦 王海英 刘洋瑞 赵倩倩 杨毅卓)
