摘 要 基本药物制度已成为世界各国卫生事业管理中的一个重要部分，被认为是促进合理用药的重要手段。本文基于文献研究，对我国基层医疗机构实施基本药物制度前后的用药情况及发现的问题进行分析并提出相应的建议，旨在为推广和完善基本药物制度，为合理使用药物提供一些经验。

    ABSTRACT The essential drug system has become an important part of health service management in the world， which is considered as a significant means to promote the rational use of drugs. Based on the literature review， we analyzed the conditions of drugs use before and after the implementation of essential drug system and put forward corresponding suggestions to those problems occurred in the basic level medical institutions in China so as to provide some experience for the promotion and improvement of the essential drugs system and the rational use of drugs.
