社区糖尿病眼病综合防治服务培训规范(2020年)
摘 要 定期组织社区卫生服务中心和眼病防治机构工作人员规范开展糖尿病眼病综合防治服务培训是确保社区糖尿病患者获得有效的眼健康管理，糖尿病眼部并发症得以早发现、早诊断、早治疗的有效保障。目前，国内较少关于社区糖尿病眼病综合防治服务相关的培训规范。本规范立足于上海地区各级眼病防治机构、社区卫生服务中心前期开展的糖尿病眼病综合防治服务实践，介绍了培训对象、培训师资、培训方式、培训内容及培训效果评估，重点就社区在实施开展糖尿病眼部并发症筛查与分类管理服务中碰到的常见和关键性问题进行了详细阐述。不仅适用于各地区开展糖尿病眼病综合防治服务培训，也为各地实施糖尿病患者眼健康管理提供参考。

Training standards for comprehensive prevention and treatment services of diabetes diabetic eye disease in the community (2020)

ABSTRACT The staff of the community health service centers and eye disease prevention and control institutions are regularly organized to carry out standardized training on comprehensive prevention and treatment of diabetic eye disease， which is to ensure the effective eye health management for diabetic patients in the community， and effective guarantee for early detection， diagnosis and treatment of diabetic ocular complications. At present， there are few training standards related to community comprehensive prevention and treatment services for diabetic eye disease in China. Based on the comprehensive prevention and treatment service practice of diabetic eye disease carried out by the eye disease prevention and treatment institutions at all levels and community health service centers in Shanghai， this standard introduces the training object， training teacher， training method， training content and training effect evaluation， and focuses on the common and key problems encountered by the community in the implementation of diabetes eye complication screening and classification management services. It is not only applicable to the comprehensive prevention and treatment service training of diabetic eye disease in various regions， but also provides reference for the implementation of diabetic eye health management in various regions.

2015—2017年上海市加強公共卫生体系建设三年行动计划——糖尿病眼病综合防治服务体系建设项目，在全市16个区、241家社区推行远程诊断技术支持的糖尿病患者眼健康筛查干预，建立了“社区筛查-医疗机构远程诊断-社区分类管理”的服务模式，已为21万社区在管糖尿病患者进行眼健康筛查、建档和分类管理服务，构建了医防紧密融合的眼病防治综合服务体系。自2018年起，糖尿病眼部并发症筛查与分类管理正式纳入社区糖尿病患者管理[1]。本规范针对上海地区各级眼病防治机构、社区卫生服务中心开展糖尿病眼病综合防治服务实践，重点围绕社区在实施开展糖尿病眼部并发症筛查与分类管理服务中碰到的常见和关键性问题，同时为全国各地区开展相关工作提供参考。
1 适用范围
本规范用于社区卫生服务中心实施开展糖尿病眼病综合防治服务工作，指导各级眼病防治机构开展相关指导与质控。
2 培训目的
(1)熟悉社区糖尿病眼病综合防治服务内容、流程及质控要求。(2)掌握视力检查、小孔镜、电脑验光仪、免散瞳眼底照相机使用技术操作规程。(3)熟悉和掌握社区糖尿病眼健康筛查信息采集系统、上海市居民眼健康信息管理系统、眼底照相质控软件的操作与应用。(4)掌握糖尿病视网膜病变诊断分级标准及分类管理要求。, 百拇医药(上海市社区卫生协会眼初级保健专业委员会)
