杭州市智慧医疗发展现状调查研究(1)
摘要：目的 了解智慧医疗实施现状，掌握影响就诊者使用移動医疗的各个因素，总结移动医疗实施过程中遇到的问题，并基此提出合理的对策与建议，从而使智慧医疗发展的更好，更快更有效地达到利民惠民的目的。方法 本文采用问卷和访谈相结合的方法，并且以问卷调查为主。结果 社区卫生服务机构在智慧医疗宣传力度上仍有不足，但智慧医疗发展情况较乐观，大学本科生智慧医疗使用情况较高，目前智慧医疗APP存在同类产品太多无从选择、相关法规政策没跟上等问题。结论 移动医疗建设有待高，居民对其满意度较低。政府应加大宣传力度，各级医院积极配合；引导居民就医习惯，转变医生服务观念；积极建设移动医疗，缩小与实地医院就诊的差距；将医疗保险与移动医疗有机结合。

Abstract：Objective To understand the current situation of the implementation of wisdom and medical care，to master the various factors that affect the use of mobile medical care，summed up the problems encountered in the implementation of mobile medical treatment，and put forward reasonable countermeasures and suggestions based on this，so that the wisdom of medical development better，faster and more effective to achieve the purpose of benefiting the people.Methods This paper uses a combination of questionnaires and interviews，and is mainly based on questionnaire survey.Results The community health service institutions in the wisdom of the medical propaganda is still insufficient，but the development of the wisdom of the medical undergraduates more optimistic，the wisdom of the medical use of high current medical wisdom APP has too many similar products have no choice，no relevant policies and regulations and so on.Conclusion Mobile medical construction to be improved，the residents of its low satisfaction.The government should increase the propaganda，all levels of hospitals actively cooperate；guide residents to seek medical habits，change the concept of medical services；active construction of mobile medical care，narrow the gap with the field hospital；medical insurance and mobile medical organic combination.

智慧医疗是最近兴起的专有医疗名词，通过打造健康档案区域医疗信息平台，利用最先进的物联网技术，实现患者与医务人员、医疗机构、医疗设备之间的互动，逐步达到信息化[1]。但是目前我们国家还处于医疗信息化建设的初始阶段，远要落后于大部分发达国家的基本水平[2]。我国的相关研究还主要停留在理论层面，实际应用和实践操作较少，对于构建移动医疗体系的主体、客体、内容及服务递送的研究也较少涉猎，这将是移动医疗研究在我国进一步发展的方向和趋势[3]。
2015年3月，李克强总理于第十二届全国人民代表大会第三次会议提出“互联网 +”行动计划之后，医疗健康领域也成为互联网与传统产业结合的一个重要部分。11月，十八届五中全会工作报告中鼓励社会力量兴办健康服务业，将加快医疗卫生事业改革发展写入了十三五规划。党和政府出台的这些举措鼓励着智慧医疗产业的发展，使原本处于新兴阶段的网络医疗开始进入快速发展时期。根据 ii Media Research 的数据[4]，中国移动医疗健康市场用户规模稳步增长，2016年第四季度接近3.0亿，与2015年相比，增长16.0%。智慧医疗发展趋势已日趋明显，在构建和谐社会的主旋律下，应使医院信息化建设沿着一条和谐、健康、持续的轨迹发展，保证不断深入的医疗卫生事业和医疗保险制度改革的顺利进行，真正达到提高医疗服务质量，减少医疗差错，促进医疗服务的创新[5]。, 百拇医药(江俊杰 陈勍 冯圣佳 杨朝森 高佳)
