医院科研兼职档案员队伍存在的问题及解决对策(1)
摘 要：医院科研档案是医学科学研究的重要载体，它蕴含了大量的科研成果、科技专利、高新技术及创新性科研思想等科研信息，对医院科研工作的先进性、科学性及实用价值的鉴定起着重要的作用。科研兼职档案员作为档案工作网络体系中的重要组成部分，是第一手科研原始资料的收集者，其素质高低直接影响着科研档案的工作质量。本文就目前医院科研兼职档案员队伍存在的问题进行了剖析，并提出了相应的对策和建议，以期建立一支合格的科研兼职档案员队伍，提高科研档案的管理水平，充分发挥档案的作用，从而促进医院科研档案事业的健康发展。

Problems and Solutions of Part-time Archivists in Hospital Scientific Research

Abstract：Hospital scientific research archives are an important carrier for medical scientific research.It contains a large number of scientific research achievements，scientific and technological patents，high-tech and innovative scientific research ideas and other scientific research information.It plays an important role in the scientific research and practical value evaluation of hospital scientific research work.As an important part of the network system of archival work，part-time archivists of scientific research are the collectors of the original data of first-hand scientific research.Its quality directly affects the working quality of scientific research archives.This paper analyzes the problems existing in the contingent of part-time archivists in hospitals，and puts forward corresponding countermeasures and suggestions.The aim is to establish a qualified contingent of part-time archivists for scientific research，to improve the management level of scientific research archives，to give full play to the role of archives，and to promote the healthy development of the cause of scientific research archives in hospitals.

作為集医疗、科研、教学于一体的综合性医院来讲，部门机构众多，因此形成的档案门类也多、数量大，如科研教学类档案、财务会计类档案、行政党群类档案、人事类档案等，如果只靠档案室的几名专职档案员，是无法完成数量众多且十分复杂的档案收集、整理工作的。因此，医院每个职能部门一般都配备相应数量的兼职档案员，形成了以医院领导分管，专职档案员负责，兼职档案员配合的档案工作网络体系。在档案工作网络体系中，专职档案员负责检查鉴定文件、指导归档、接待查询、利用效果统计、编研材料[1]；而兼职档案员负责本部门档案材料的收集、整理、保管保存、查阅服务及归档移交。
1 医院设置科研兼职档案员的必要性
医院科研档案是医院科研人员在从事科学研究过程中形成的具有保存价值的文字、图表、数据、声像等各种形式和载体的原始记录材料，是科研管理和科研实践活动全过程的真实记录和反映[2]。它蕴含了大量的科研成果、科技专利、高新技术及创新性科研思想等科研信息，对科研工作的先进性、科学性及实用价值的鉴定起着重要的作用；同时也为医院制定科技决策、规划医院发展、医院人才考核、职称晋升、科研人员进行科学研究及技术交流等方面提供了比较可靠真实的信息依据，具有参考及凭证的功能[3]。近年来，随着信息技术及医学科学技术的迅速发展，医院科研领域不断拓展、延伸，拥有了多个科研平台，如院士工作站、专家工作站、重点实验室、重点科室、研究中心、研究所等，承担的各级各类科研项目逐渐增多，随之形成的科研档案也越来越多。医院科研兼职档案员作为档案工作网络体系中的重要组成部分，是第一手科研原始资料的收集者。他们熟悉科研项目的研究进展，熟知各类原始资料的形成和价值，经过科研兼职档案员收集整理的材料，更能保证科研档案的完整性、准确性和系统性，这是做好科研档案管理工作的关键。, http://www.100md.com(潘晓辉)
