新形势下创办军事医学英文期刊对编辑素质的要求和能力塑造(1)
摘 要：科技期刊编辑在期刊中扮演着多种角色，既是期刊的把关者，出版流程的执行者，期刊内容与灵魂的塑造者，同时也是读者、作者、专家、主编的战友和协作者。所以编辑素质决定了期刊的长远发展。高品质、国际化军事医学英文科技期刊要求塑造和凸显军事医学特色，促进军事医学与民用医学的融合与互补，在国际科技期刊的领域具备竞争力。所以要求编辑紧跟国际出版的形势，强化自身学科专业特色，具备规范的学术出版理念、多向协调和国际交流能力，保持跨领域学习和更新能力，为提升期刊内容质量、塑造期刊品牌助力。

Abstract：The editors of sci-tech periodicals play a variety of roles in the journals.They are not only the gatekeepers of the periodicals，the executors of the publishing process，the shapers of the contents and the soul of the periodicals，but also the comrades and collaborators of the readers，authors，experts and editors-in-chief.Therefore，editorial quality determines the long-term development of periodicals.High-quality，internationalized English sci-tech journals of military medicine require to shape and highlight the characteristics of military medicine，to promote the integration and complementarity of military medicine and civilian medicine，and to be competitive in the field of international sci-tech journals.Therefore，it is required that the editor should follow the international publishing situation，strengthen the professional characteristics of its own subject，have the standard academic publishing concept，multi direction coordination and international communication ability，and maintain the ability to learn and update across the field，in order to improve the quality of the periodical content and create the power of the periodical brand.

1国际共识提出对生物医学期刊编辑的基本核心能力要求
医学编辑是一项系统工程，不仅涉及医学、生命科学及其相关的自然科学和技术，还涉及写作学、语言学、逻辑学、方法学、信息学和传播学等多种人文学科[1]。所以，编辑需要具备正确的政治思想觉悟和职业道德，过硬的业务素质，包括医学专业知识，科普知识和编辑出版知识。在如今创办国际期刊新形势下，医学编辑还面临着更多的挑战。2017年，BMC医学(BMC medicine)首次发表了《生物医学期刊编辑的核心能力的共识声明》(core competencies for scientific editors of biomedical journals： consensus statement)[2]，见表1。其中对生物医学期刊编辑需要具备的基本核心能力进行了阐述，包括三个方面14项。这份由世界卫生组织(WHO)、Cochrane、世界医学编辑协会(world association of medical editors， WAME)、爱思唯尔(elsevier)公司、BMC公司、英国医学杂志(british medical journal)等15个国际知名的医学学术机构、出版公司、编辑学会、医学期刊等联合发起的声明，首次体现了国际学术界对科技期刊编辑能力给予的重点关注，也意味着编辑将面临更加严格的要求。, http://www.100md.com(沈宁 范晨芳)
