摘要：地方高校资助工作中有一种较为普遍的现象，即“只种不收”，只注重国家政策的落实及评定发放过程，而往往忽视了效果的评价。这客观上将贫困生资助演绎成“免费午餐”，招引了众多的非贫困生的申请，严重影响了资助工作的公平、有效性。建立健全高校学生资助效果评价体系，及时用于资助工作实践，是进一步做好高校学生资助工作的当务之急。
