【摘 要】 对卖淫嫖娼查禁不力源于对其危害认识不足、法律责任失当及执法资源有限等多方面原因，应对的策略应该基于如何影响人们的认识、如何确定适当的法律责任及如何有效执法来展开。对卖淫嫖娼专项整治不失为现有情况下的一种次优选择。

    Legal analysis on control of prostitution and whoring

    【Abstract】 The ineffective control of prostitution and whoring may be caused by inadequate understanding of the harms; inappropriate legal responsibility; and the limited law enforcement resources. The strategies to deal with the problem are summarized as followed: to find ways to promote people’s understanding of the harms of prostitution and whoring, to identify the appropriate legal responsibility and to effectively enforce the law. Special rectification to the prostitution and whoring, after all, is the second-best choice under the present circumstances.
