[摘要] 在新时期医疗改革不断深入的背景下，通过对新公共管理理论和沟通交往理论的分析，结合公立医院特有的社会环境，从医院管理的内外两个层面探讨如何实现医院的有效管理，建立沟通对话、有效参与的管理机制。
