[摘要] 规章制度是内部整体控制框架的重要组成部分。医院的规章制度是保证医疗安全,防止医疗差错事故的保证。然而,规章制度的落实常常非常困难。造成规章制度落实难的原因有诸多方面。执行者对规章制度熟知度和理解程欠缺是原因之一。目前医疗单位多采用一次性培训方法,且现实中医生罕有自学规章制度的状况,很难使规章制度深入人心,成为医生医疗行为的自觉指南。规章制度需要不断强化,在强化中不断加深理解才有利于其执行。本课题以学习、记忆和遗忘的规律为基础,探讨对医生(包括医疗实习生)进行规章制度强化训练的适宜间隔时间,提高其对相关规章制度的熟知度、理解度和执行的自觉性。

[Abstract] Rules and regulations are important parts of the whole internal control frameworks. The rules and regulations of the hospital ensure medical safety, prevent medical errors accident guarantee. However, the implementation of regulations are often very difficult. The reasons of implementing regulations difficult have many aspects. one reason of them is that executives know and understand the rules and regulations deficient. At present medical units use one-time training more, in reality the doctors don′t learn the self-study regulations, it is difficult to make rules and regulations thorough popular feeling as the guide of the medical behavior. Rules need to be constantly strengthened, and deepened our understanding of it to the execution in strengthening continuously. This topic bases on learning, memory and forgotten law as the foundation, to explore the doctor (including medical interns) regulations of suitable interval time for strengthening the training, and improves the system of the relevant rules known degrees, understanding degree and execution of self-consciousness.

对医生规章制度适宜间隔时间进行研究有助于更好地促进医院的培训管理,合理的培训时间安排不仅有利于医生节约花在培训上的时间,而且可以让医生更好地记住医院的规章制度,并且在长期的实践中牢牢记住这些规章制度,减少医生因违反相关的规章制度而造成工作失误甚至是事故的可能性,保障医院工作的正常运行。本文主要以人类记忆遗忘规律为理论基础,对医院的医生采取不同的培训方式做实证研究,来探讨更适宜的培训间隔时间安排。
1 对医生规章制度进行适宜间隔性训练的基础理论
目前医疗单位多采用岗前教育、制度上墙、制度手册、边干边学及奖惩措施的方法进行规章制度的落实。这些培训方式在一定程度上可以让医生记住一些规章制度,但是由于人的记忆和遗忘是有一定规律性的,医生在工作中对于很多制度的运用,主要还是在日常工作的不断实践中强化记忆的,但是很多制度主要是针对突发性事故,医生并不是在日常工作中可以经常遇到,这也是医生最容易遗忘的主要原因。为了让医生更好地记住这些规章,有些医院也会采取定期定时的培训制度 ......
