    [摘要] 本文通过查询各省市高血压和糖尿病基本药物目录及增补情况，分析增补药品重合率，对在分级诊疗制度下高血压和糖尿病基本药物的配备和使用进行分析。发现各省市高血压和糖尿病基本药物增补数量差异大，增补前5位的重合率分别达到44.8%和34.5%；用药频度和销售额与增补药品中重合率高的药品相比，具有增补共性。建议整合地方增补目录和国家目录，增加治疗效果明确、不良反应少、患者依从性高、日均药费比较低的药品；把出现频率较高或增补重合率高的药物调入下一版国家基本药物目录；缩小基层医疗机构与综合医院的基本药物目录品种差异；促进基本药物优先合理使用。
