    [摘要] 目的 提炼、分析土耳其卫生体系改革的系列举措，为我国构建“以人为本”医疗卫生服务体系寻求实证支持。 方法 基于系统文献综述，检索、收集土耳其构建一体化卫生服务体系的有关文件、文献、法案等内容，对其进行分析研究。 结果 在土耳其的卫生改革措施中，调整卫生管理者职能、加强初级卫生保健、整合社会健康保险、优化卫生筹资制度在提高管理效能、加强服务连续性、促进服务可及性、提升服务质量等方面，对构建一体化卫生体系具有重要价值。 结论 土耳其的卫生转型规划从一定程度上改善了筹资公平、服务可及性和服务质量，但未能完全应对投入不足、人力短缺等问题。
