【摘要】针对基层医疗机构的现状和存在的问题，笔者认为，应从政策的、自身内部的和外部环境的三方面入手来解。这里所谓政策是解决体制问题，内部是解决管理问题，外部是就是提升社会影响问题。只有使这三者有机结合，统筹兼顾，才能从根本上解决基层医院的生存、发展问题，从而才能使其更好地为人民健康服务。

    【Abstract】For the grass-roots medical institutions of the status quo and problems, I believe that the policy should be, their own internal and external environment to a three-pronged solution.
