    [摘要]MAH制度是一场触及药品权利持有本质的变革，其核心是将药品上市许可与生产许可分离，使医药市场各要素灵活流动。该制度的实施对促进科技创新和成果转化具有重要意义。本文在对科研院所现有科技成果转化存在的问题及实施MAH对科研院所带来的挑战进行分析的基础上，对科研院所如何抓住MAH制度契机，从成果转化模式、投融资体系搭建、专业化管理团队的打造等方面提出建议。目的是希望科研院所能借助MAH制度，完善科技成果转化制度体系，激发创新活力，实现科技成果的持续产出。
