摘要：图书馆作为推进智慧型社会建设的载体，在社会发展进程中，要注重资源开放服务，以便更好地满足用户需求。本文从智慧社会建设背景下图书馆的内涵和特点、图书馆信息资源开放服务的必要性、制约图书馆信息资源开放服务的要素以及图书馆信息资源开放服务的完善措施4个方面进行阐述，提出图书馆要将纸质资源、电子资源及网络资源进行整合，不断完善自身的信息资源系统，保证用户掌握检索信息的方式、方法，以提升检索效率，提高图书馆的服务质量。
